السوريون اليائسون: نحن لا نقدم أي مساعدة

بعض أكثر دول العالم ثراء وأكثرها أهمية اخفقت في اختبار المواطنة الدولية والرحمة.
في مواجهة الحرب الأهلية الدامية في سوريا, التي أجبرت ملايين المدنيين على النزوح, فإن هذه الدول لم تعيد توطين لاجئ سوري واحد.
دعونا نسمي الأمور بأسمائها: الصين وروسيا والسعودية وقطر والإمارات وحتى في أوروبا, التي تملك تقليدا أكثر عراقة في توفير اللجوء لأولئك الذين يهربون من الصراعات, فقط ألمانيا والسويد استجابوا بسخاء. الدول الأوربية الكبرى الأخرى – بريطانيا وفرنسا وإيطاليا وإسبانيا والبرتغال- تعهدوا بإعادة توطين 2000 لاجئ فقط, وهو ما يمثل جزء صغير جدا من الحاجة.
هذا ما خلصت إليه منظمة العفو الدولية, التي ذكرت يوم الجمعة بأنه من بين السوريين الذين فروا من بلادهم خلال السنوات الثلاث الماضية, فقط 1.7% وفر لهم ملاجئ في محيط حلقة صغيرة جدا من الدول المجاورة.
العبئ الأكبر وقع على تركيا ولبنان والأردن والعراق ومصر, التي استضافت جميعها حوالي 3.8 لاجئ سوري. التزاماتهم ليست مكلفة مالية فقط ولكنها تؤدي إلى حالة من الاضطرابات السياسية.
إخفاق كل من الصين وروسيا لاستضافة اللاجئين أمر مثير للحنق, لأنهم يعتبرون أنفسهم من قادة العالم وقاموا بما لم يقم به أي أحد لإشعال فتيل الصراع من خلال دعمهم المستمر لدكتاتور سوريا بشار الأسد. كما لعبت دول الخليج دورا أيضا عبر دعمهم للجماعات المسلحة المختلفة في الحرب.
الولايات المتحدة, أكبر مانح للمساعدات الإنسانية للأزمة السورية, استقبلت فقط 300 لاجئ سوري لحد الآن. ولكن إدارة أوباما تعهدت بعمل ما يلزم ويتوقع أن تستقبل آلاف السوريين خلال العامين القادمين, وفقا لما صرحه مسئول أمريكي لصحيفة التايمز.
عادة, تستقبل الولايات المتحدة غالبية اللاجئين الذين يشار إليهم من المفوضية السامية للاجئين التابعة للأمم المتحدة؛ في عام 2013 وصل العدد 70000 لاجئ من 65 دولة – أكثر من كل دول العالم مجتمعة.
والأهم من ذلك كله, أن برنامج الغذاء العالمي أعلن يوم الاثنين انه أجبر على تعليق برنامجه لتقديم قسائم الغذاء الأساسي للاجئين السوريين لأن المخصصات المالية لذلك نفدت. المنظمة بحاجة إلى 64 مليون دولار أمريكي لاستعادة عمل البرنامج حتى نهاية عام 2014, وهو رقم لا يكاد يذكر أمام مبلغ ال 13 مليار دولار التي وافقت السعودية على دفعه بداية هذا العام مقابل الحصول على عربات عسكرية مدرعة خفيفة.
يوم الجمعة, دعت منظمة العفو لإعادة توطين 5% على الأقل من اللاجئين السوريين مع نهاية 2015 و5% أخرى مع نهاية 2016. هذا أقل ما يمكن أن يقوم به قادة العالم خصوصا إذا كانوا غير قادرين, أو لا يريدون, المساعدة في في إنهاء الحرب في سوريا.

World to Desperate Syrians: We Won’t Help

Some of the world’s wealthiest and most important countries are failing the test of international citizenship and basic compassion.
In the face of the brutal Syrian civil war, which has forcibly displaced millions of civilians, these states have not resettled a single refugee.
Let’s name names here: China. Russia. Saudi Arabia. Qatar. United Arab Emirates. Even in Europe, which has more of a tradition of offering refuge to those fleeing conflict, only Germany and Sweden have responded in a generous way. The other large European countries – Britain, France, Italy, Spain and Portugal – have pledged just 2,000 refugee resettlement spots altogether, a tiny fraction of the need.

Those are the findings of Amnesty International, which reported on Friday that of the Syrians who have fled their country over the past three years, only 1.7 percent have been offered sanctuary outside a small ring of neighboring countries.
The overwhelming burden is being borne by Turkey, Lebanon, Jordan, Iraq and Egypt, which together are hosting 3.8 million Syrian refugees. Their commitments are not only financially costly but also politically destabilizing.
The failure of China and Russia to reach out is especially galling, since they consider themselves world leaders and have done as much as anyone to fuel the conflict through their resolute support for Syria’s dictator, Bashar al-Assad. The Gulf states have also played a role by backing various militant groups in the war.
The United States, the biggest single state donor of humanitarian aid to the Syrian crisis, has received only 300 Syrian refugees so far. But the Obama administration has pledged to do whatever is needed and expects to receive thousands of Syrians over the next two years, an American official told The Times.
Normally, the United States receives the majority of all refugees referred annually by the United Nations High Commissioner for Refugees; in 2013 this totaled 70,000 refugees from 65 countries — more than the rest of the world combined.
On top of everything else, the World Food Program on Monday announced that it had been forced to suspend its program of providing basic sustenance vouchers for Syrian refugees because it was running out of money. It needs $64 million to restore the program through the end of 2014, a pittance compared to the $13 billion that Saudi Arabia agreed to pay earlier this year for light-armored military vehicles.
On Friday, Amnesty called for the resettlement of at least 5 percent of Syria’s refugees by the end of 2015 and another 5 percent by the end of 2016. That’s the least world leaders can do especially if they are unable to, or won’t, help end the war in Syria.
