Following allegations from Britain, France, Israel, and Qatar that the Syrian regime had deployed chemical weapons in Aleppo and Damascus, the Obama administration yesterday confirmed that U.S. intelligence, "with varying degrees of confidence," shared the same view. In a letter sent to Senators Carl Levin and John McCain, the White House's Congressional liaison Miguel Rodriguez added that this assessment was "based in part on physiological samples" and that the agent used was most likely sarin.

To hear Senator John McCain of Arizona and Senator Lindsey Graham of South Carolina tell it, the way forward on Syria is clear. The United States should be doing more — directly arming the rebels seeking overthrow President Bashar al-Assad, establishing a no-fly zone. This is not a new line for these two legislators and others in Congress who share their views. But it has gathered force since the Obama administration disclosed last week that it believes Mr. Assad’s forces have used sarin gas against Syrians.

The rebels in Syria could be excused for wondering what U.S. policy toward them might be. At times, President Barack Obama has implied that the United States can’t do much to help them because none of them has been gassed. By threatening “enormous consequences” should the Syrian regime use chemical weapons, he seemed to be saying that the first chemical attack would bring the Americans running in, guns blazing. Although understandable, that is likely to be a substantial misreading of the message coming out Washington.

Poll: Americans against U.S. intervention in Syria, N. Korea

Sixty-two percent of Americans continue to say the United States does not have a responsibility to intervene in the fighting in Syria, while 24 percent of Americans think the United States does have a responsibility to do something about the fighting between government forces and anti-government groups there - a four point increase since last month.
