To the components of the national spectrum in Syria regardless of their affiliations (religious,  sectarian and ethnic)

To representatives of the State’s three authorities (Republic Presidency and Executive Authority – the People’s Council representatives of the Legislative Authority – the Higher Judicial Council, the Judiciary and Rights’ Entities) in Syria

To the leaders of countries, to parties, civil society organisations, people of thought and opinion in the Arab and Islamic Worlds ...

To the Secretary Generals of: the United Nations, the Organisation of the Islamic Conference, the Arab League, and all similar international and humanitarian bodies and organisations ...

·        Our Movement, the Muslim Brotherhood in Syria , affirms its commitment to its platform that was introduced in 2001 in the Charter of National Honour of renouncing violence, sectarianism and holding onto a national state, as well as considering (citizenship) as the basis for rights and duties. The Movement also affirms its continuous quest towards building a Syria that is modern, new, pluralistic, deliberative and institutional .. where male and female citizens are equal, a country that is void of tyranny under the rule of law which must treat all people as equals, in an air of transparency that rejects all forms of violation and corruption

·        Our Movement affirms what it announced in its Political Platform of 2004 regarding its insistence on positive and proactive national participation in the project towards building Syria . The Movement also affirms its announcement at that Project on its conviction regarding national participation, constructive efforts, cooperation and dialogue at all civilised, cultural and political planes as well as national dialogue at all its levels and horizons...

·        Our Movement affirms that the admission of the sons and daughters of the one nation of one another first, and the belief of equal, non prescriptive, dialogue will at all times remain the only door for containing conflicts as a prelude to a solution thereof in a way that achieves national interest and protects the rights of all parties so that one may not aggress against the other..

With regard to the current events in our beloved country ...

·        Our Movement affirms its total solidarity with the uprising of Syrian youth and our support of their demands for freedom, dignity and seeking better conditions for a dignified life. We beg mercy for the martyrs – pray for the wounded and encourage those who oppose tyranny, oppression and corruption ...

·        Our Movement affirms that through this solidarity and support, it claims no tutelage of this blessed national effort exerted by this nationalistic and free youth, and that our Movement shall continue to emphasise the necessity of adhering to a nationalistic and peaceful uprising that is void of all sedition that some try to ascribe to it.

·        Our Movement deplores all attempts to engulf this blessed national uprising with plots of sedition and conspiracy in any of its facets. The Movement affirms that there are urgent national rights that must be provided for the movement of national change.

Our Movement places the above-mentioned in the hands of the public opinion – national, Arab and international – for we are witnessing excessive use of power, extremely harsh measures, blatant disregard of national blood and ratified human rights. This is in addition to the violations of the rights of unarmed and peaceful civilians who are exercising their national rights. The number of martyrs, wounded and detainees is rising day-by-day .. And we see insistence on following the path of bloodshed till its extreme. We place these facts in the hands of the public opinion and look up to all forces of good in this world to bear their humanitarian, Islamic and national responsibilities. If there exists any who contemplate breaking the will of the Syrian people, they must know that the will of the people is unbreakable ..

As we are keen not to witness any drop of blood shed unjustly by our people to prevent any moment of pain by mothers or fathers from the basis of holding fast onto the stability of our true nation, one that is based on national fairness and positive partnership, we hereby announce that there still exists the chance for commencing a national initiative that brings people together and amalgamates their positions as one – an initiative that is based not on promises, but rather on achieved practical steps.

The transition to an air of freedom and democratic practise in Syria does not need promises, committees or studies.

·        A hands-off policy against the lives of Syrian citizens by State security agencies needs no more than honest guidance.

·        Allowing an open horizon for free, transparent, nationalistic and Arab press that covers the facts, in addition to recognising citizens’ rights to freedom of expression, participation and assembly – as well as protecting this right – and ceasing to build a web of accusations that are directed right and left, is an expression of goodwill and confirmation of a true endeavour to shift Syria into a new climate..

·        Launching an air of freedom and happiness that must enter every household -                                  the Vice President announced – and which engulfs all souls, would be pleasantly received by the nation. Such good news needs not be long awaited or prepared for..

·        Cleansing prisons of all thought and conscience detainees as well as those convicted and serving prison terms due to the same is the least to mention ..

·        Also, the closing of the files of those missing inside prisons in due ways that pacify and calm exasperated relatives shall be an indication that shows the seriousness and truthfulness of the promise and its goodwill.

·        Allowing the generations of Syrians forced to migrate out of Syria , due to political reasons and the direct abolition of Law 49/1980 and its ramifications, to return to their homeland. This is in addition to closing all security cases of the previous regime which must precede any promises of reform ...

Such swift measures will reflect sincerity and credibility of the promise of reform and will be the basis for a national dialogue that our Movement believes in and cares about ..

·        We announce our resoluteness to the choices of our people. In common national work. In the development of the political position as events develop. And we shall forever remain standing by the choices of our people, their living forces and highest interests

Our aim through this position, under these critical national circumstances, is to relieve our conscience and assign responsibility and speak decisively at a point where talk is rampant.  This is a declaration to the people and for history ..
