البيان الختامي لمؤتمر
الائتلاف الوطني لدعم الثورة
السورية بروكسل،
الأحد 5 حزيران/يونيو 2011 في ظل
الثورة الدائرة في سورية وفي
خضم جرائم النظام السوري
المتزايدة التي تجاوزت كل
الحدود ضد أهلنا في الوطن،
انعقد مؤتمر الائتلاف الوطني
لدعم الثورة السورية يومي السبت
والأحد، 4 - 5 حزيران 2011 في
العاصمة البلجيكية بروكسل،
بحضور حشد كبير من السوريين في
كل أنحاء العالم، وبمشاركة
عريضة شملت كتلاً سياسية معارضة
وشخصيات مستقلة من كافة مكونات
النسيج السوري افتتح
المؤتمر أعماله بالنشيد الوطني
وبدقيقة صمت وقراءة الفاتحة على
أرواح شهدائنا الأبرار، ثم عبر
المشاركون في مداخلاتهم عن
مساندة الثورة في المجال
السياسي والإعلامي والحقوقي. ثم
عقد المؤتمرون أربع جلسات رئيسة
وأخرى إضافية وشكلوا ثلاث ورشات
عمل تخصصية حول المحاور الرئيسة
للمؤتمر ناقشوا خلالها واقع
الثورة السورية في ضوء التحديات
المختلفة التي تواجهها وكيفية
المساهمة والمشاركة الفاعلة
بين أبناء سورية في الخارج لدعم
ثورة أهلهم في الداخل حيث ركزت
ورشات العمل على وضع
إستراتيجيات سياسية وإعلامية
وحقوقية وصحية وتقنية لدعم
ونصرة الثورة وصولاً إلى سورية
حرة، يكفل فيها حق الحياة
والعيش الكريم لكل المواطنين في
أجواء الديمقراطية والحرية
والعدالة والمساواة تمخضت
أعمال المؤتمر وفعالياته عن
توصيات وقرارات، من أهمها أولاً
- التأكيد على أن المؤتمر يهدف
إلى دعم ومساندة الثورة وليس
تمثيلها أو التحدث باسمها ثانياً
- التأكيد على الالتزام بسقف
مطالب الشارع السوري وعلى سلمية
ووطنية الثورة ورفض أي تدخل
خارجي ثالثاً
- انتخاب لجنة لمتابعة أعمال
المؤتمر رابعاً
- التأكيد على فتح مكتب للائتلاف
الوطني في عاصمة الوحدة
الأوروبية بروكسل خامساً
- تشكيل لجنة للتنسيق بين لجنة
متابعة أعمال المؤتمر واللجان
المنبثقة عن كل المؤتمرات
والفعاليات السابقة واللاحقة
لتوحيد الجهود وإحداث التكامل
فيما بينها سادساً
- العمل على إيجاد مجتمع سوري
متعدد وديمقراطي في ظل العدالة
والحرية والمساواة والتأكيد
على أن سورية لكل السوريين
بمختلف انتماءاتهم وقومياتهم
وطوائفهم سابعاً
- ينسق الائتلاف مع الحراك
الداخلي بمايحقق دعمه ومؤازرته
في المحافل الدولية وليس وصياً
عليه وإنما صدى له في تحقيق
الأهداف المرجوة ثامناً
- التوصيات التخصصية، وهي التوصيات
في المجال الإعلامي أولاً
- اعتماد آليات محددة لإيصال صوت
الثورة للمؤسسات الإعلامية
العالمية ثانياً
- إرسال التقارير والدراسات
باللغات المختلفة للسياسيين
والإعلاميين والمؤسسات المعنية
الأخرى ثالثاً
- ترجمة المواد الإعلامية
والأفلام التي تفضح ممارسات
النظام القمعية ضد الشعب السوري رابعاً
- التدليل بكل الوسائل
الإعلامية والحقوقية على فقدان
النظام السوري شرعيته التوصيات
في المجال السياسي أولاً
- التوجه إلى الأحزاب والكتل
السياسية والدول العربية
والأجنبية لشرح ما يجري في
سورية ثانياً
- التواصل مع المؤسسات الدولية
ذات الصلة لاستصدار قرارات
إدانة للظلم والعنف الذي يمارسه
النظام ضد أهلنا في سورية ثالثاً
- تنظيم الاعتصامات والمظاهرات
ومختلف الفعاليات لتحشيد الرأي
العام العالمي ضد الانتهاكات
الخطيرة التي يمارسها النظام
السوري رابعاً
- إبراز نشاط السوريين في
المغترب وأصدقائهم و إيصاله
للداخل من أجل استمرار جذوة
الثورة حتى تحقيق أهدافها التوصيات
في المجال الحقوقي أولاً
- تشكيل لجنة حقوقية للتعاطي مع
الملف الحقوقي والقانوني
وانتهاكات حقوق الإنسان ثانياً
- توثيق الجرائم الجنائية التي
يرتكبها النظام ورموزه ورفع
الدعاوى ضد مرتكبيها أمام
المحاكم المختصة في مختلف
البلدان ثالثاً
- العمل الفوري على نقل الملف
السوري لمحكمة الجنايات
الدولية رابعاً
- تشكيل لجنة من المحامين
السوريين المتخصصين لتوثيق
الانتهاكات وإعداد دراسة
قانونية لتوصيف الأبعاد
الإجرامية وفقاً للقانون
الدولي خامساً
- مطالبة المنظمات الأممية
ومنظمات حقوق الإنسان بفتح ملف
لجان تقصي الحقائق يعرب
المؤتمرون عن ارتياحهم للأجواء
التي سادت جلسات المؤتمر والتي
اتسمت بالصراحة والمسؤولية
والوطنية، مما أتاح للمؤتمرين
التوصل إلى نتائج مهمة تستوجب
من جميع المعنيين العمل على
تحقيقها عبر بذل كل الجهود
والإمكانيات نصرة لثورة الشباب
السوري للوصول إلى سورية
الكرامة والحرية يدعو
المؤتمرون جميع القوى السياسية
والدينية والنقابية والقومية
ووسائل الإعلام إلى الانسجام مع
الحق والابتعاد عن كل مايثير
الخلافات والتشنج أو التحريض
الطائفي والمذهبي، بما يحقق
الوحدة الوطنية ويعزز المنعة
الداخلية في مواجهة التعسف
والقتل والتشريد الذي يقوم به
النظام الحالي تحية

المنجد ============================== FINAL CONFERENCE STATEMENT OF THE NATIONAL COALITION
TO SUPPORT THE SYRIAN REVOLUTION In light of the revolution
taking place in Syria and in the midst of the Syrian
regime's increasing crimes that has exceeded all limits
against our people in the homeland, the conference of
the National Coalition to Support the Syrian Revolution
was held on Saturday and Sunday, the 4th and 5th of
June, 2011 in the Belgian capital Brussels, and attended
by a large group of Syrians from all parts of the world,
with participation by a wide range of political blocs
and independents representing diverse components of
Syrian society. The conference sessions
started with the national anthem and a minute of silence
in respect for the fallen heroes of the revolution. This
was followed by remarks of participants expressing their
support for the revolution in the political, legal and
media fields. The conference participants then conducted
four main sessions and a additional fifth one.
Afterwards, participants formed three specialized
workshops along the main themes of the conference to
discuss the developments of the Syrian Revolution in
light of the different challenges it is facing and how
Syrians outside The conference workshops
and sessions concluded with decisions and
recommendations, most importantly are the following: 1.
Affirming that this
conference aims at supporting and standing in solidarity
with the revolution and not representing or speaking on
its behalf.
2.
Affirming our commitment
to the demands of the Syrian people, the peaceful and
nationalistic nature of the revolution, and a refusal to
any foreign intervention.
3.
Electing a committee to
follow-up on the work of the conference
4.
Affirming the opening of
an office for the National Coalition in the European
Union capital 5.
Forming a coordination
committee between the follow-up committee and other
committees formed from all previous and forth-coming
conferences to unify efforts and compliment each other. 6.
Working on creating a
Syrian society that is pluralistic and democratic in an
atmosphere of justice, freedom, equality and an emphasis
that 7.
The Coalition coordinates
with movements inside 8.
The conference also agreed
on the following specialized recommendations:
Recommendations in the
media field: •
The adoption of specific
mechanisms to deliver the voice of the revolution to
global media organizations. •
Sending reports and
studies in different languages to politicians,
journalists, and other relevant institutions. •
Translating media and
video materials that expose the repressive practices of
the regime against the Syrian people. •
Demonstrate through all
media and legal means that the Syrian regime lost its
legitimacy. Recommendations in the
political field: •
Approaching all political
parties and blocs as well as Arab and non-Arab states to
explain what is occurring in Syria
•
Communicating with
relevant international institutions to issue
condemnation resolutions of violence and oppression
perpetrated by the regime against our people in Syria. •
Organizing protests,
sit-ins and other events to rally the world’s public
opinion against the serious violations committed by the
Syrian regime.
•
Highlighting the
activities of Syrians outside Syria and communicating it
to groups inside Syria in order to reinforce the roots
of the revolution until it reaches its goals. Recommendations in the
legal field: •
Forming a legal committee
to deal with the legal file and human rights violations.
•
Authenticating and
documenting criminal offenses committed by the regime
and its heads and file law suits against them in front
of specialized courts in different countries. •
Working immediately to
take the Syrian file to the International Criminal Court
(ICC). •
Forming a committee of
specialized Syrian attorneys to document violations and
prepare legal studies to better categorize criminal
dimensions according to international law. •
Demanding international
organizations and human rights groups to form truth
finding commissions. Participants also express
their satisfaction to the atmosphere that filled the
conference sessions marked by frank, responsible and
national dialogue. This enabled participants to achieve
important resolutions which require everyone to work for
its implementation by exerting all efforts and resources
to support the revolution of Syrian youth towards a free
and dignified Participants also call all
political, religious, trade union, national and media
forces to align with the truth and avoid anything that
incites religious or sectarian sentiments or conflict
towards what furthers national unity and reinforces
internal strength in the face of abuse, killing and
displacement perpetrated by the current regime. A Tribute and reverence to
our fallen heroes, a speedy recovery for the wounded,
and freedom for our steadfast prisoners. A greeting of pride and

DU CONGRÈS DE LA COALITION NATIONALE DE
SOUTIEN À LA RÉVOLUTION SYRIENNE Bruxelles, le dimanche 5
juin 2011 Au milieu de la révolution
qui se déroule en Syrie, et alors que les crimes commis
par le régime syrien contre notre peuple ne font
qu'augmenter en dépassant toutes les limites, la conférence
de la Coalition Nationale de Soutien à la Révolution
Syrienne s'est tenue du samedi 4 au dimanche 5 juin 2011
à Bruxelles, la capitale belge, réunissant un nombre
important de Syriens du monde entier, et avec une large
participation comprenant des blocs politiques et
personnalités indépendantes issus de l'ensemble des
composantes de la société syrienne.
Les travaux de la conférence
ont été ouverts par l'hymne national suivi d'une
minute de silence et de la lecture d'une prière en
hommage à nos martyrs. Les participants ont exprimé,
au travers de leurs interventions, leur soutien à la Révolution
dans les domaines politique, médiatique et juridique,
avant d'assister à quatre séances principales et une
cinquième additionnelle, et de former trois ateliers de
travail spécialisés autour des principaux axes de la
conférence, au cours desquels ont été débattus la réalité
de la Révolution syrienne à la lumière des différents
défis auxquels elle est confrontée, ainsi que la manière
dont les Syriens de l'extérieur pourraient y participer
et contribuer efficacement au soutien de leurs frères
de l'intérieur. À
cet égard, les ateliers de travail se sont
consacrés à la définition de stratégies politiques,
médiatiques, juridiques, sanitaires et techniques
visant à appuyer et soutenir la Révolution jusqu'à la
naissance d'une Syrie libre où le droit à une vie
digne sera garanti à tous les citoyens, dans une
atmosphère de démocratie, de liberté, de justice et
d'égalité. Les principales
recommandations et décisions de cette conférence sont
les suivantes: 1.
L'affirmation que
l'objectif de cette conférence est d'appuyer et
soutenir la Révolution, et non pas de la représenter
ou agir en son nom.
2.
L'affirmation du maintien
du niveau des revendications défini par la rue
syrienne, ainsi que du caractère pacifique et national
de la Révolution et le rejet de toute intervention étrangère. 3.
L'élection d'une
commission de suivi des travaux de cette conférence.
4.
La confirmation de
l'ouverture d'un bureau de la Coalition nationale à
Bruxelles, capitale de l'Union européenne.
5.
La formation d'un comité
de coordination entre la commission de suivi des travaux
de cette conférence, celles issues de toutes les
assemblées et réunions précédentes et à venir, afin
d'unifier tous les efforts déployés et créer une
complémentarité entre eux. 6.
L'action en faveur de
l'instauration d'une société syrienne multiple et démocratique
sous l'égide de la justice, la liberté et l'égalité,
et l'affirmation que la Syrie appartient à tous les
Syriens quelles que soient leurs appartenances, ethnies
et confessions. 7.
La Coalition n'est pas un
tuteur du mouvement de l'Intérieur avec lequel elle
coordonne son action, mais constitue son écho auprès
des instances internationales afin de réaliser les
objectifs escomptés.
8.
Les recommandations spécialisées: Dans le domaine médiatique: •
L'adoption de mécanismes
précis permettant de faire parvenir la voix de la Révolution
aux institutions médiatiques internationales.
•
L'envoi en différentes
langues de rapports et études à l'attention des
responsables politiques et personnalités des médias,
ainsi qu'aux institutions concernées.
•
La traduction des
ressources documentaires et films dénonçant les
pratiques répressives exercées par le régime syrien
contre son peuple.
•
La mise en évidence par
tous les moyens juridiques et médiatiques de la perte
de légitimité du régime syrien. Dans le domaine politique: •
L'établissement de
relations avec les partis et blocs politiques dans les
pays arabes et étrangers pour expliquer ce qui se passe
en Syrie.
•
La communication avec les
organisations internationales compétentes afin
d'obtenir des décisions condamnant l'oppression et la
violence exercées par le régime contre nos frères en
Syrie. •
L'organisation de sit-in
et manifestations, ainsi que de toute activité
permettant de mobiliser l'opinion publique
internationale contre les violations intolérables
commises par le régime syrien.
•
La mise en relief de
l'activité des Syriens de la diaspora et de leurs amis,
et sa transmission à l'intérieur de la Syrie afin de
maintenir la flamme de la révolution jusqu'à la réalisation
de ses objectifs.
Dans le domaine juridique: •
La formation d'une
commission juridique en charge des dossiers juridique, légal,
et des violation des droits de l'Homme.
•
L'authentification des
actes criminels commis par le régime syrien, et
l'action en justice contre leurs auteurs devant les
juridictions spécialisées dans les différents pays. •
La mise en oeuvre immédiate
du transfert du dossier syrien à la Cour pénale
internationale. •
La formation d'une
commission d'avocats et juristes syriens spécialisés
en charge de répertorier les violations et la préparation
d'une étude juridique destinée à qualifier ces actes
criminels conformément au droit international.
•
L'appel à l'instauration
de commissions d'enquête par les organisations
onusiennes et les organisations de défense des droits
de l'Homme.
Les participants à cette
conférence expriment leur satisfaction de l'atmosphère
dans laquelle se sont déroulées ces séances, caractérisées
par la franchise, la responsabilité et le patriotisme,
ce qui a permis de parvenir à des résultats importants
nécessitant la contribution de tous pour les réaliser,
au travers de l'ensemble des efforts et moyens
disponibles, afin de soutenir la révolution de la
jeunesse syrienne et réaliser une Syrie digne et libre. Les participants appellent
toutes les forces politiques, religieuses, syndicales et
nationales, ainsi que les médias à s'accorder avec le
droit, et à s'éloigner de tout ce qui est susceptible
de provoquer la division, la crispation ou l'incitation
à la haine religieuse et confessionnelle, afin de réaliser
l'unité nationale, et raffermir la solidarité de l'Intérieur
face à la tyrannie, le massacre, et la terreur commis
par le régime actuel. Nous nous inclinons en révérence
envers nos martyrs, et souhaitons un prompt rétablissement
à nos blessés ainsi que la libération à nos résistants
emprisonnés. Nous saluons fièrement
tous les révoltés de notre héroïque peuple syrien.
