على إسرائيل أن تعتاد على تركيا الجديدة

إسرائيل و تركيا في حالة خصومة مرة أخرى, و هذا الأمر لا ينبغي أن يشكل مفاجأة لأي أحد.

لقد قام نائب وزير الخارجية الإسرائيلي داني أيالون بتنظيم توبيخ للسفير التركي في تل أبيب و ذلك بسبب محتويات لعرض تلفزيوني تركي. و قد قامت إسرائيل بالاعتذار عن هذا الأمر بعد ذلك, و لكن هذا الحادث سيشكل معلما آخرا في التوتر المستمر مابين تركيا و إسرائيل.

على الرغم من بعض الجهود الإسرائيلية و الأمريكية لوصم هذه الاعتراضات التركية على إسرائيل على أنها معاداة للسامية, إلا أن الأشخاص الذين يتقنون فن إدارة الدول يدركون جيدا من أين هي قادمة تركيا.

إنهم يدركون بأن الخلاف ما بين تركيا و إسرائيل سوف يستمر على الأرجح مع عدم وجود أي تغيير في القضايا مثل تحسين الظروف الإنسانية في غزة. و التجميد الكامل و الفوري للمستوطنات و الموقف العام لإسرائيل تجاه عملية السلام – إذا كان هنالك عملية مثل هذه يمكن الحديث عنها-.

أتذكر بشكل واضح تلك الأيام عندما كانت الولايات المتحدة تنتقد تركيا بسبب تعاملها مع سوريا في الوقت الذي كانت تحاول الولايات المتحدة و أوروبا فيه عزل سوريا. و نشهد حاليا ارتدادا كاملا للسياسات الأمريكية و الأوروبية؛ إن كلا من الولايات المتحدة و أوروبا تدركان الآن أن التعامل مع سوريا هو مسار العمل الصحيح الواجب القيام به.

و هكذا فإن وجهة  نظر تركيا نحو الشرق الأوسط تم تجاهلها و الخلاف معها, من وجهة نظري يعود هذا الأمر إلى عدم وجود القدرة على القيام بأي تغيير عقلي فيما يتعلق بتركيا و موقفها الجديد.

لقد بدأ الأمريكان يراجعون مواقفهم في العام 2007 و يدركون أن تركيا هي قوة إقليمية و لم تعد دولة تابعة من دول الحرب الباردة. و قد أدركوا أن تركيا يجب أن تعامل وفق هذه النظرة الجديدة. لقد تطلب بعض الوقت و الجهد من أجل الوصول إلى هذا التغيير في طريقة التفكير, و زيارة الرئيس أوباما المبكرة إلى تركيا كانت تأكيدا على على هذا التغير في مواجهة تركيا.  

إن الأوروبيين لا زالوا يواجهون أوقاتا صعبة لتغيير أسلوب تفكيرهم فيما يتعلق بتركيا و التي تبقى علاقة أوروبا هشة معها لحد الآن. و يبدو أن إسرائيل تقف في نفس الموقف. كما يبدو أنه ليس لديهم أي قبول كامل بأن تركيا قد تغيرت و أن عودة دخول تركيا إلى الشرق الأوسط هي عودة دائمة.

تبدو إسرائيل تواقة لفترة التسعينات الذهبية, و التي كانت نتاجا لحالة خاصة جدا في المنطقة. لقد انتهت تلك الأيام و من غير المرجح أن تعود حتى لو لم يعد حزب العدالة  والتنمية على رأس هرم السلطة في الحكومة التركية.

إن الاتحاد الطبيعي و التماسك داخل تركيا فيما يتعلق بموضوع أيالون يجب أن يفتح عيون أولئك الذين يعتقدون أن الأمور ستتغير لو سقط حزب العدالة وا لتنمية. إن على الأعداء و الأصدقاء أن يعاملوا سفيرنا بطريقة جيدة. إن الجهود الخرقاء لإهانة السفير التركي يجب أن لا تكون أبدا جزء من الحسابات المحلية السياسية في إسرائيل.

إن سياستنا في المنطقة تبحث عن إعادة تكامل تركيا مع جيرانها القريبين بما فيهم الشرق الأوسط. إن تركيا تشكل عضوا في مجموعة العشرين و هي عضو حالي في مجلس الأمن و هي تتفاوض مع الاتحاد الأوروبي ولديها تأثير متزايد في مناطق متعددة.

إن تركيا سوف تستمر في الدعوة إلى نظام جديد في المنطقة وسوف تبحث عن وسائل دبلوماسية من أجل دعم جدول الأعمال هذا.

وكما تؤكد استطلاعات الرأي دائما, فإن شعبنا و حكومتنا لديها حساسية عالية دائما لمحنة الفلسطينيين.

و ما لم يكن هناك أي تغيير في التعامل مع الوضع الإنساني في غزة و موقف بناء أكثر في العلاقات من أجل الوصول إلى اتفاق سلام مع سوريا, فإنه من غير المحتمل بأن تتحسن نوعية العلاقة الثنائية مع إسرائيل.

إن الخطوة الأولى في الاتجاه الصحيح هي الاعتراف بالوضع الإقليمي الجديد و مصالح تركيا في المنطقة. و حتى يحدث هذا فإنه من المهم حدوث التحول في طريقة التفكير تجاه تركيا

Israel must get used to the new Turkey

OPINION

Unless Israel improves the humanitarian situation in Gaza , tension between Turkey and Israel will remain.

Turkey and Israel are at loggerheads again, and this should come as no surprise.

sraeli Deputy Foreign Minister Danny Ayalon recently staged a rebuke of the Turkish ambassador in Tel Aviv over the contents of a Turkish television show. Israel subsequently apologized, but this will go down as yet another milestone in the ongoing tension between Turkey and Israel .

Despite some Israeli and American efforts to paint Turkey ’s objections to Israeli policies as “anti-Semitic,” people in the business of statecraft understand very well where Turkey is coming from.

They recognize that disagreements between Turkey and Israel are likely to continue provided there is no recognizable change in issues such as improving the humanitarian situation in Gaza . They also recognize the complete and immediate freezing of settlements and the overall posture of Israel toward the peace process – if one can still talk about such a process.

I remember vividly the days when the United States criticized Turkey for engaging with Syria at a time when Washington and the Europeans were trying to isolate Syria . Today we see a full reversal of US and European policies; both the US and Europe now recognize that engaging with Syria is the right course of action.

Then, Turkey ’s views on the Middle East were shunned and disregarded – in my view, primarily due to the inability to make the mental shift about Turkey and its new posture.

The Americans began to revise their position in 2007 and recognized that Turkey is a regional power and no longer the satellite state of the cold-war years. They understood that Turkey needed to be treated accordingly. It took quite a bit of time and effort to facilitate that mental shift, but President Obama’s early visit to Turkey was a confirmation of that perception vis-à-vis Turkey .

The Europeans still have a hard time making the mental shift concerning Turkey , which is why our relations remain fragile. Israel appears to be in the same position. They also do not seem to have fully accepted that Turkey has changed and that Turkey ’s reentry into the Middle East is permanent.

Israel appears to be yearning for the golden 1990s, which were the product of a very specific situation in the region. Those days are over and are unlikely to come back even if the Justice and Development Party (AKP) ends up no longer being in government.

The natural uniting and bonding in Turkey over the Ayalon affair should be an eye-opener for those who believe that all would be dandy if only the AK Party would fall from power. Friends and foes better treat our ambassadors accordingly. Clumsy efforts to humiliate a Turkish ambassador should never be part of Israeli domestic political calculations.

Our regional policy seeks to reintegrate Turkey into its immediate neighborhood, including the Middle East . Turkey is a member of the Group of 20, a current member of the UN Security Council, negotiating with the European Union, and increasingly influential in various regions.

Turkey will continue to advocate a new inclusive order in the region and will seek diplomatic means to further this agenda.

As is confirmed consistently by public-opinion polls, our people and government have great sensitivity to the plight of the Palestinians.

Unless there is visible change addressing the humanitarian situation in Gaza and a more constructive position is adopted in relation to making peace with Syria , it is highly unlikely that the quality of the bilateral relationship with Israel will improve.

The first step in the right direction is to recognize the new regional setting and Turkey ’s interests in the region. For that to happen, it is necessary to make the necessary mental shift about Turkey .
