MOSCOW — Russia is seeking to revive last summer’s failed peace plan for Syria during talks with a top Syrian diplomat and the international envoy on the crisis, the foreign ministry said Thursday.

U.N.-Arab League envoy Lakhdar Brahimi met with Syrian President Bashar Assad in Damascus on Monday and is to visit Moscow this weekend, spurring speculation that there is a new plan to end the country’s bloody civil war that has killed more than 40,000 people.

BEIRUT—Russia and the United Nations envoy for Syria said Thursday they want to revive a long-shelved peace initiative calling for a transitional government to run the country until elections are held.

Russia and the U.N called Thursday for the resuscitation of a peace initiative for Syria that never got off the ground when it was proposed months ago because both parties to the conflict rejected it.

The plan, unveiled by world powers at an international conference in Geneva in June, called for an open-ended cease-fire, a transitional government to run the country until elections, and the drafting of a new constitution. The plan was a non-starter for the opposition because it did not explicitly ban authoritarian President Bashar Assad and other members of his regime from taking part in the transitional leadership.

Brahimi held a meeting with Syrian President Bashar Assad and afterward issued a series of bland, diplomatic statements, perhaps in the hope that he will be invited back at some point in the future.
